Google Talk allows users to IM or make calls over the Internet using a PC, speakers and microphone, again; free. The new Google application could be downloaded by a person with Windows 2000 system or later.

Needless to say you are able to only call or IM others who've downloaded the Google Talk application. Both parties have to have a Gmail account to log onto the Google Talk messenger.
